AI Can Read! Tech Firms Race to Smarten Up Thinking Machines

Seven years ago, a computer beat two human quizmasters on a Jeopardy challenge. Ever since, the tech industry has been training its machines even harder to make them better at amassing knowledge and answering questions.

And it’s worked, at least up to a point. Just don’t expect artificial intelligence to spit out a literary analysis of Leo Tolstoy’s War and Peace any time soon.

Research teams at Microsoft and Chinese tech company Alibaba reached what they described as a milestone earlier this month when their AI systems outperformed the estimated human score on a reading comprehension test. It was the latest demonstration of rapid advances that have improved search engines and voice assistants and that are finding broader applications in health care and other fields.

The answers they got wrong — and the test itself — also highlight the limitations of computer intelligence and the difficulty of comparing it directly to human intelligence.

“We are still a long way from computers being able to read and comprehend general text in the same way that humans can,” said Kevin Scott, Microsoft’s chief technology officer, in a LinkedIn post that also commended the achievement by the company’s Beijing-based researchers.

The test developed at Stanford University demonstrated that, in at least some circumstances, computers can beat humans at quickly “reading” hundreds of Wikipedia entries and coming up with accurate answers to questions about Genghis Khan’s reign or the Apollo space program.

The computers, however, also made mistakes that many people wouldn’t have.

Microsoft, for instance, fumbled an easy football question about which member of the NFL’s Carolina Panthers got the most interceptions in the 2015 season (the correct answer was Kurt Coleman, not Josh Norman). A person’s careful reading of the Wikipedia passage would have discovered the right answer, but the computer tripped up on the word “most” and didn’t understand that seven is bigger than four.

“You need some very simple reasoning here, but the machine cannot get it,” said Jianfeng Gao, of Microsoft’s AI research division.

Human vs. machine

It’s not uncommon for machine-learning competitions to pit the cognitive abilities of computers against humans. Machines first bested people in an image-recognition competition in 2015 and a speech recognition competition last year, although they’re still easily tricked. Computers have also vanquished humans at chess, Pac-Man and the strategy game Go.

And since IBM’s Jeopardy victory in 2011, the tech industry has shifted its efforts to data-intensive methods that seek to not just find factoids, but better comprehend the meaning of multi-sentence passages.

Like the other tests, the Stanford Question Answering Dataset, nicknamed Squad, attracted a rivalry among research institutions and tech firms — with Google, Facebook, Tencent, Samsung and Salesforce also giving it a try.

“Academics love competitions,” said Pranav Rajpurkar, the Stanford doctoral student who helped develop the test. “All these companies and institutions are trying to establish themselves as the leader in AI.”

Limits of understanding

The tech industry’s collection and digitization of huge troves of data, combined with new sets of algorithms and more powerful computing, has helped inject new energy into a machine-learning field that’s been around for more than half a century. But computers are still “far off” from truly understanding what they’re reading, said Michael Littman, a Brown University computer science professor who has tasked computers to solve crossword puzzles.

Computers are getting better at the statistical intuition that allows them to scan text and find what seems relevant, but they still struggle with the logical reasoning that comes naturally to people. (And they are often hopeless when it comes to deciphering the subtle wink-and-nod trickery of a clever puzzle.) Many of the common ways of measuring artificial intelligence are in some ways teaching to the test, Littman said.

“It strikes me for the kind of problem that they’re solving that it’s not possible to do better than people, because people are defining what’s correct,” Littman said of the Stanford benchmark. “The impressive thing here is they met human performance, not that they’ve exceeded it.”

China Online Quiz Craze Lures Prize Seekers, Tech Giants

It seems like a game everyone wins: Some of China’s biggest tech companies, looking to hook in new consumers, are using cash prizes to draw millions of contenders to mobile-based online quiz shows.

Up to 6 million people at a time log into the free, live games on their smartphones to answer a series of rapid-fire questions in an elimination battle, with those remaining sharing the prize money.

Over the weekend, search engine giant Baidu and video game maker NetEase launched their own online shows, joining news feed platform Toutiao, Alibaba Group Holding Ltd-owned UCWeb and Wang Sicong, the scion of Chinese billionaire Wang Jianlin.

But how they will cash in on the games and stay on the right side of government censors might prove to be a tricky question.

The trivia games have drawn some controversy, heightened by a broader crackdown on online content during the last year under President Xi Jinping, from livestreams and blogs to a campaign against internet addiction.

This month, one quiz show, “Millions Winner,” backed by internet security company Qihoo 360, apologized after it was chastised by a regulator for listing Taiwan and Hong Kong, over which China claims sovereignty, as independent countries in a question.

How firms will monetize the craze is also not yet clear, though some companies, such as online retailer JD.com, have already jumped on the trend, sponsoring shows to help raise their profiles. Many of the games show ads to players during the shows.

“If you ask me why I do this, to be honest, I don’t really know if I can make money,” Zhou Hongyi, chairman of Qihoo, said at an event where he presented a contestant with a 1 million yuan ($156,115.84) prize check two weeks ago. “But from a user’s perspective, I think this is really fun.”

The quiz mania underlines the fierce appetite of China’s consumers for internet entertainment, a trend helping drive billions of dollars of investment into digital news portals, online gaming, internet advertising and television content.

“I heard about this game from a friend who won 1,700 yuan in one day. I immediately decided to join up myself,” Wang Ting, a 26-year-old graduate student in Qingdao, told Reuters. She now spends three hours each day on her phone playing the games.

Uncertain future

Questions, read by a live host, might include: “From which country were pineapples imported to China in the 16th century?” “In which dynasty was the lamb hot pot invented?” or “How many fingers does Mickey Mouse have?”

Contestants get 10 seconds — a time frame designed cut out cheating — to select the correct answer from a choice of three.

Winnings can be up to 3 million yuan per game, but are often split between many winners.

Toutiao parent Bytedance said that “millions of our users” had taken part in its live quiz “Million Dollar Hero” since the show launched at the start of January. It also has a tougher “Hero Game” with harder questions and bigger prizes.

“We’ve been running for just two weeks, so it’s still in the very early stages, but it’s encouraging to see how the game has taken off across the country, and with all age groups,” the company said in a statement to Reuters.

Toutiao, a highly popular news feed app, was valued at around $20 billion in a fundraising last year, sources close to the company told Reuters.

Raymond Wang, managing partner at Beijing law firm Anli Partners, said the shows were a “relatively low-cost way to get to users,” but cautioned there were political and technical risks.

Wang Ran, a prominent investor and head of Beijing-based private investment bank CEC Capital Group, posed a question on his WeChat account about the future of the online quiz show trend.

“A) Growing numbers will jump into the market. B) Someone will win 10 million yuan in one go. C) Authorities will strictly crack down on it. 10 seconds. Go!”

Social Media Has Mixed Effect on Democracies, Says Facebook

Facebook took a hard look in the mirror with a post Monday questioning the impact of social media on democracies worldwide and saying it has a “moral duty” to understand how it is being used.

Over the past 18 months, the company has faced growing criticism for its limited understanding of how misinformation campaigns and governments are using its service to suppress democracy and make people afraid to speak out.

“I wish I could guarantee that the positives are destined to outweigh the negatives, but I can’t,” wrote Samidh Chakrabarti, Facebook’s product manager of civic engagement.

Since the 2016 U.S. presidential election, Facebook has been looking more critically at how it is being used. Some of what it found raises questions about company’s long-standing position that social media is a force for good in people’s lives.

In December, in a post titled “Is Spending Time on Social Media Bad for Us?” the company wrote about its potential negative effects on people.

The self-criticism campaign extended to Facebook CEO Mark Zuckerberg’s personal goals. Each year he publicly resolves to reach one personal goal, which in the past included learning Mandarin, reading more books and running a mile every day.

This year, Zuckerberg said his goal is to fix some of the tough issues facing Facebook, including “defending against interference by nation states.”

Foreign Interference

During the 2016 U.S. election, Russian-based organizations were able to reach 126 million people in the U.S. with 80,000 posts, essentially using social media as “an information weapon,” wrote Chakrabarti. The company made a series of changes to make politics on its site more transparent, he wrote.

False News

Facebook is trying to combat misinformation campaigns by making it easier to report fake news and to provide more context to the news sources people see on Facebook.

“Even with these countermeasures, the battle will never end,” Chakrabarti wrote.

One of the harder problems to tackle, he said, are so-called “filter bubbles,” people only seeing news and opinion pieces from one point of view. Critics say some social media sites show people only stories they are likely to agree with, which polarizes public opinion.

One obvious solution – showing people the opposite point of view – doesn’t necessarily work, he wrote. Seeing contrarian articles makes people dig in even more to their point of view and create more polarizations, according to many social scientists, Chakrabarti said.

A different approach is showing people additional articles related to the one they are reading.

Reaction to Facebook’s introspection was mixed with some praising the company for looking at its blind spots. But not everyone applauded.

“Facebook is seriously asking this question years too late,” tweeted Jillian York, director for international freedom of expression for the Electronic Frontier Foundation.

Amazon Opens Store With No Cashiers, Lines or Registers

No cashiers, no lines, no registers — this is how Amazon sees the future of in-store shopping.

The online retailer opened its Amazon Go concept store to the public Monday, selling milk, potato chips and other items typically found at a convenience shop. Amazon employees have been testing the store, which is at the bottom floor of the company’s Seattle headquarters, for about a year.

The public opening is another sign that Amazon is serious about expanding its physical presence. It has opened more than a dozen bookstores, taken over space in some Kohl’s department stores and bought Whole Foods last year, giving it 470 grocery stores.

But Amazon Go is unlike its other stores. Shoppers enter by scanning the Amazon Go smartphone app at a turnstile. When they pull an item of the shelf, it’s added to their virtual cart. If the item is placed back on the shelf, it is removed from the virtual cart. Shoppers are charged when they leave the store.

The company says it uses computer vision, machine learning algorithms and sensors to figure out what people are grabbing off its store shelves.

Amazon says families can shop together with just one phone scanning everyone in. Anything they grab from the shelf will also be added to the tab of the person who signed them in. But don’t help out strangers: Amazon warns that grabbing an item from the shelf for someone else means you’ll be charged for it.

At about 1,800 square feet, the store will also sell ready-to-eat breakfasts, lunches and dinners. Items from the Whole Foods 365 brand are also stocked, such as cookies, popcorn and dried fruit.

The company had announced the Amazon Go store in December 2016 and said it would open by early 2017, but it delayed the debut while it worked on the technology and company employees tested it out.

US Tests Nuclear Power System to Sustain Astronauts on Mars

Initial tests in Nevada on a compact nuclear power system designed to sustain a long-duration NASA human mission on the inhospitable surface of Mars have been successful and a full-power run is scheduled for March, officials said on Thursday.

National Aeronautics and Space Administration and U.S. Department of Energy officials, at a Las Vegas news conference, detailed the development of the nuclear fission system under NASA’s Kilopower project.

Months-long testing began in November at the energy department’s Nevada National Security Site, with an eye toward providing energy for future astronaut and robotic missions in space and on the surface of Mars, the moon or other solar system destinations.

A key hurdle for any long-term colony on the surface of a planet or moon, as opposed to NASA’s six short lunar surface visits from 1969 to 1972, is possessing a power source strong enough to sustain a base but small and light enough to allow for transport through space.

“Mars is a very difficult environment for power systems, with less sunlight than Earth or the moon, very cold nighttime temperatures, very interesting dust storms that can last weeks and months that engulf the entire planet,” said Steve Jurczyk, associate administrator of NASA’s Space Technology Mission Directorate.

“So Kilopower’s compact size and robustness allows us to deliver multiple units on a single lander to the surface that provides tens of kilowatts of power,” Jurczyk added.

Testing on components of the system, dubbed KRUSTY, has been “greatly successful — the models have predicted very well what has happened, and operations have gone smoothly,” said Dave Poston, chief reactor designer at the Los Alamos National Laboratory.

Officials said a full-power test will be conducted near the middle or end of March, a bit later than originally planned.

NASA’s prototype power system uses a uranium-235 reactor core roughly the size of a paper towel roll.

President Donald Trump in December signed a directive intended to pave the way for a return to the moon, with an eye toward an eventual Mars mission.

Lee Mason, NASA’s principal technologist for power and energy storage, said Mars has been the project’s main focus, noting that a human mission likely would require 40 to 50 kilowatts of power.

The technology could power habitats and life-support systems, enable astronauts to mine resources, recharge rovers and run processing equipment to transform resources such as ice on the planet into oxygen, water and fuel. It could also potentially augment electrically powered spacecraft propulsion systems on missions to the outer planets.

Move Over Traditional Billboards. Make Way for 3-D Holographic Ads

Move over traditional billboards. Three-dimensional, slightly hypnotic holograms may soon replace two-dimensional signs and ads. Several companies with this technology said 3-D holograms will revolutionize the way businesses and brands talk to potential customers.

“It’s already replacing billboards, LED screens, LCD screens, because there hasn’t been any revolution in the display industry for decades,” said Art Stavenka, founder of Kino-mo, a company with offices in London and Belarus. 

The main hardware of the technology is a blade that emits a strip of light creating holograms of images and words. Multiple blades can be synchronized for larger holograms.

“As soon as this piece of hardware spins, you stop seeing hardware and you start seeing (a) hologram, and the piece of hardware spins fast enough so a human eye does not see any rotation, and it sees the amazing holographic image,” said Stavenka.

Another company developing this type of device is Hologruf, with a presence in both the U.S. and China. 

“In the not so distant future on every street corner, there will be these types of ad displays just like in a science fiction movie,” said Hologruf’s Quan Zhou. 

The applications for 3-D holographic displays include shopping centers, train stations and restaurants. 

For franchises such as fast food restaurants that want these displays in more than one location, “they have the capability to manage multiple devices around the world from a central location,” said Hologruf’s co-founder, Ted Meng. 

The cost of a blade ranges anywhere from around $1,300 to just over $3,000, depending on the manufacturer. 

The competition has begun for this technology. Kino-mo has customers in 50 countries on almost every continent. It will be releasing an outdoor version sometime in 2018. Hologruf said it already has a product to replace outdoor billboards.

“We can make it to be water proof, wind proof and work under all kinds of extreme environmental conditions,” said Zhou.

Companies working on this technology say it will revolutionize the way businesses and brands talk to potential customers. Facebook to Prioritize ‘Trustworthy’ News

Social media giant Facebook said Friday that it would begin to prioritize “trustworthy” news outlets on its site in order to counteract “misinformation.”

The company said it would ask its more than 2 billion users to rank the news organizations they trusted in order to prioritize “high-quality news” over less trusted sources. It said the new ranking system would seek to separate news organizations trusted only by their own subscribers from ones that are broadly trusted across society.

Facebook Chief Executive Mark Zuckerberg wrote in a blog post that the company was not “comfortable” deciding which news sources are the most trustworthy in a “world with so much division.”

“There’s too much sensationalism, misinformation and polarization in the world today,” he wrote.

“Social media enables people to spread information faster than ever before, and if we don’t specifically tackle these problems, then we end up amplifying them,” Zuckerberg added.

​Outside experts rejected

He said Facebook considered asking outside experts to choose the most reputable news sources, but that doing so would most likely have led to an “objectivity problem.” He said the company decided to rely on member surveys as the most “objective” way to rank trust in news sources.

Zuckerberg said it’s important that Facebook’s News Feed “promotes high-quality news that helps build a sense of common ground.”

He also announced that Facebook would shrink the content on its News Feed from 5 percent to 4 percent. This means users will see fewer posts from news organizations while scrolling through their feeds in favor of more posts from friends.

Facebook has been struggling with how to handle its distribution of news in an era of fake news and claims of media bias.

The social media company has faced accusations that it helped spread misinformation as well as Russian-linked content meant to influence the 2016 U.S. elections.

Also last year, U.S. Republican lawmakers expressed concern that Facebook was suppressing stories from conservative news sources.

The Pew Research Center has found that more than two-thirds of Americans are getting at least some of their news from social media, making such outlets prime sources of information.

Social Media Companies Accelerate Removals of Online Hate Speech

Social media companies Facebook, Twitter and Google’s YouTube have greatly accelerated their removals of online hate speech, reviewing over two thirds of complaints within 24 hours, new EU figures show.

The European Union has piled pressure on social media firms to increase their efforts to fight the proliferation of extremist content and hate speech on their platforms, even threatening them with legislation.

Microsoft, Twitter, Facebook and YouTube signed a code of conduct with the EU in May 2016 to review most complaints within a 24-hour timeframe.

The companies managed to meet that target in 81 percent of cases, EU figures seen by Reuters show, compared with 51 percent in May 2017 when the European Commission last monitored their compliance with the code of conduct.

EU Justice Commissioner Vera Jourova has said previously she does not want to see a removal rate of 100 percent as that could impinge on free speech. She has also said she is not in favor of legislating as Germany has done.

 A law providing for hefty fines for social media companies if they do not remove hate speech quickly enough went into force in Germany this year.

“I do not hide that I am not in favor of hard regulation because the freedom of speech for me is almost absolute,” Jourova told reporters in December.

“In case of doubt it should remain online because freedom of expression is [in a] privileged position.”

Of the hate speech flagged to the companies, almost half of it was found on Facebook, the figures show, while 24 percent was on YouTube and 26 percent on Twitter.

The most common ground for hatred identified by the Commission was ethnic origins, followed by anti-Muslim hatred and xenophobia, including expressions of hatred against migrants and refugees.

Following pressure from several European governments, social media companies stepped up their efforts to tackle extremist content online, including through the use of artificial intelligence.

The Commission will likely issue a recommendation, a soft law instrument, on how companies should take down extremist content related to militant groups at the end of February, an official said, as it is less nuanced than hate speech and needs to be taken offline more quickly.

Researchers: Hacking Campaign Linked to Lebanese Spy Agency

A major hacking operation tied to Lebanon’s main intelligence agency has been exposed after careless spies left hundreds of gigabytes of intercepted data exposed to the open internet, according to a report published Thursday.

Mobile security firm Lookout, Inc. and the Electronic Frontier Foundation, a digital rights group, said the haul, which includes nearly half a million intercepted text messages, had simply been left online by hackers linked to Lebanon’s General Directorate of General Security.

“It’s almost like thieves robbed the bank and forgot to lock the door where they stashed the money,” said Mike Murray, Lookout’s head of intelligence. Lookout security researcher Michael Flossman said the trove ran the gamut, from Syrian battlefield photos to private phone conversations, passwords and pictures of children’s birthday parties.

“It was everything. Literally everything,” Flossman said.

Discoveries of state-sponsored cyberespionage campaigns have become commonplace as countries in the Middle East and Asia scramble to match the digital prowess of the United States, China, Russia and other major powers. But Lookout and EFF’s report is unusual for the amount of data uncovered about the spying campaign’s victims and its operators.

Notably, their report drew on data generated by suspected test devices — a set of similarly configured phones that appear to have been used to try out the spy software — to potentially pinpoint the hackers’ exact address.

The report said the suspected test devices all seemed to have connected to a WiFi network active at the intersection of Beirut’s Pierre Gemayel and Damascus Streets, the location of the bulky, sandstone-colored high-rise that houses Lebanon’s General Directorate of General Security. The Associated Press was able to at least partially verify that finding, sending a reporter to the area around the heavily guarded, antennae-crowned building Wednesday to confirm that the same WiFi network was still broadcasting there. Other data also points to the spy agency: the report said the internet protocol addresses of the spyware’s control panels mapped to an area just south of the GDGS building.

Electronic Frontier Foundation Director of Cybersecurity Eva Galperin said the find was remarkable, explaining that she could think of only one other example where researchers were able to pin state-backed hackers to a specific building.

`We were able to take advantage of extraordinarily poor operational security,” she said.

The GDGS declined to comment ahead of the report’s publication.

The 49-page document lays out how spies used a network of bogus websites and malicious smartphone apps — such as WhatsApp, Telegram, Threema and Signal — to steal passwords or pry into communications, eavesdropping on conversations and capturing at least 486,000 text messages. Some victims were tricked into visiting the websites or downloading the rogue apps by booby trapped messages sent over WhatsApp, the report said. Others may have had malicious programs installed physically when they were away from their phones. Still more may have been lured into compromising their devices by a set of apparently fake Facebook profiles set up to look like attractive young Lebanese women.

EFF and Lookout said the spying stretched over 21 different countries, including the United States and several European nations, but they declined to identify any of the victims except in general terms, saying that there were thousands of them and that in many cases it wasn’t always obvious who they were.

Murray said relevant authorities had been notified of the spying but declined to go into further detail.

Lebanon has historically been a hub for espionage and Lebanese spies have a documented interest in surveillance software. In 2015, for example, the internet watchdog group Citizen Lab published evidence that GDGS had tapped FinFisher, a spyware merchant whose tools have been used to hack into the computers of several African and Middle Eastern dissidents.

The hacking campaign exposed Thursday by EFF and Lookout — which they dub “Dark Caracal” — was discovered in the wake of an entirely different cyberespionage campaign targeting Kazakh journalists and lawyers.

An EFF report on the Kazakh campaign published in 2016 caught the attention of researchers at Lookout, who swept through the company’s vast store of smartphone data to find a sample of the smartphone surveillance software mentioned in the write-up. It was while pulling on that string that investigators stumbled across the open server full of photos, conversations and intercepted text messages — as well as the link to Lebanon.

Galperin and Murray both said researchers were marshalling more evidence and that more revelations were coming.

“Stay tuned,” Murray said.

Tap and Donate: Paris Church to Take Contactless Cards

The Catholic church is going digital in Paris.

 

The city’s diocese will introduce a system allowing contactless card payments during Sunday’s mass at Saint Francois de Molitor, a church located in an upscale and conservative Paris neighborhood.

 

The diocese explained Thursday that five connected collection baskets with a traditional design will be handed out to mass attenders during the service. They will choose on a screen the amount they want to donate – from 2 to 10 euros ($2.4 to $12.2) – and their payment will be processed in “one second.”

 

The diocese insisted “this new gesture remains extremely close to the usual” one, yet parishioners will still be able to use cash for their donations.

 

According to the diocese, donations amount to 79 percent of its resources.

 

“Mass collection represents 14 percent of that contribution,” it said in a statement. “That’s about 98 euros on average, per year and per faithful.” It explained that the move is meant “to anticipate the gradual disappearance of cash money.”

 

This is not the French Catholic church’s first attempt to keep up with new technologies.

 

Since 2016, a smartphone app for making donations called “La Quete,” which translates as “The Collection,” has been introduced across 28 French dioceses and more than 2,000 parishes.

 

About 4,000 donations have been made over 14 months in the eight Paris parishes that have been testing the app, with the average amount spent coming in at 4.71 euros.

 

“The Church is committed to supporting everyone in the new ways of life and consumption,” the Paris diocese said. “The dematerialization of the means of payment is also part of the challenges the Church has to take up. Whether through a connected basket, with contactless payment, or through a smartphone app.”

Trump Says Solar Tariff Decision Coming Soon, Stakes Huge for Industry

 U.S. President Donald Trump said on Wednesday he would announce a decision soon on whether to slap tariffs on imported solar panels, and quipped that when countries dump subsidized panels in the United States, “Everybody goes out of business.”

The solar industry is anxiously awaiting the decision, which will have wide-reaching implications for the sector. Domestic panel producers opposed to cheap imports would benefit from a tariff. But installers that have relied on the lower-cost hardware for their recent breakneck growth would suffer.

In an interview with Reuters, Trump declined to say how he would land on the case — which was triggered last year by a domestic manufacturer’s trade grievance — but complained about the effect of imports on U.S. panel makers.

“You know, they dump ’em — government-subsidized, lots of things happening — they dump the panels, then everybody goes out of business,” he said.

Asked when the decision would be announced, he said: “Pretty soon. Honestly, pretty soon.”

According to a process governed by the International Trade Commission, Trump has until Jan. 26 to make his decision.

Bankrupt domestic panel producer Suniva triggered Trump’s consideration of tariffs last year when it filed a trade case arguing it could not compete with cheap imports. About 95 percent of the solar cells and panels sold in the United States are made abroad, with most coming from China, Malaysia and the Philippines, according to SPV Market Research.

Suniva was later joined in the case by the U.S. arm of German manufacturer SolarWorld AG.

In October, Trump received a range of options from members of the U.S. International Trade Commission to protect domestic producers, but he has broad leeway to come up with his own alternative or do nothing at all.

Suniva is seeking strong measures.

“A robust tariff will allow Suniva to restart its factories and rehire employees,” Suniva spokesman Mark Paustenbach said.

Jobs at stake

Only about 14 percent of the solar industry’s 260,000 jobs are in manufacturing. The trade case has fueled anxiety among installers that make up most of the rest of the industry and rely on low-priced imports.

The installation sector’s trade group, the Solar Energy Industries Association, has campaigned against tariffs, saying they would drive up the price of solar and cripple demand, eliminating tens of thousands of jobs and ultimately hurting the manufacturers that sought them in the first place.

“I’m staying optimistic that the business aspect of this will come through in the end,” said George Hershman, president of Swinerton Renewable Energy, a privately held firm that constructs large-scale solar projects.

Hershman said Swinerton employed 2,000 full-time employees and up to 8,000 temporary workers, but added several of its projects had been placed on hold pending Trump’s decision. 

“If you add 50 percent to the cost of the job, it may not be economic,” Hershman said.

Solaria Corp, a U.S. company that produces panels in both California and South Korea, also opposes tariffs, according to Chief Executive Suvi Sharma. The company said a recent $23million financing round took months longer than it should have partly because of investor jitters about the case.

“The best thing would be to have this whole thing go away,” Sharma said.

Facebook Widens Probe Into Alleged Russian Meddling in Brexit

Facebook Inc said on Wednesday it would conduct a new, comprehensive search of its records for possible propaganda that Russian operatives may have spread during the run-up to Britain’s 2016 referendum on EU

membership.

Some British lawmakers had complained that the world’s largest social media network had done only a limited search for evidence that Russians manipulated the network and interfered with the referendum debate.

Russia denies meddling in Britain’s vote to exit the European Union, known as Brexit, or in the 2016 U.S. elections.

Facebook, Twitter Inc and Alphabet Inc’s Google and YouTube have been under intense pressure in Europe and the United States to stop nations from using tech services to meddle in another country’s elections, and to investigate when evidence of such meddling arises.

Facebook’s new search in Britain will require the company’s security experts to go back and analyze historical data, Simon Milner, Facebook’s UK policy director, wrote in a letter on Wednesday to Damian Collins, chair of the British parliament’s Digital, Culture, Media and Sport Committee.

“We would like to carry out this work promptly and estimate it will take a number of weeks to complete,” Milner wrote.

Facebook said in December that it had found just 97 cents worth of advertising by Russia-based operatives ahead of Britain’s vote to leave the EU. Its analysis, though, involved only accounts linked to the Internet Research Agency, a suspected Russian propaganda service.

Collins last month described Facebook’s initial Brexit-related search as inadequate, and said on Wednesday he welcomed the company’s latest response.

“They are best placed to investigate activity on their platform,” he said in a statement. “I look forward to seeing the results of this investigation, and I’m sure we will want to question Facebook about this when we know the outcome.”

Facebook told U.S. lawmakers last year that it had found 3,000 ads bought by suspected Russian agents posing as Americans and seeking to spread divisive messages in the United States about race, immigration and other political topics.

In France last year, Facebook suspended 30,000 accounts in the days before the country’s presidential election to try to stop the spread of fake news, misinformation and spam.

Apple to Build 2nd Campus, Hire 20,000 in $350B Pledge

Apple is planning to build another corporate campus and hire 20,000 workers during the next five years as part of a $350 billion commitment to the U.S. economy.

The pledge announced Wednesday is an offshoot from the sweeping overhaul of the U.S. tax code championed by President Donald Trump and approved by Congress last month.

 

Besides dramatically lowering the standard corporate tax rate, the reforms offer a one-time break on cash being held overseas.

 

Apple plans to take advantage of that provision to bring back more than $250 billion in offshore cash, generating a tax bill of roughly $38 billion.

 

The Cupertino, California, company says it will announce the location of a second campus devoted to customer support later this year.

Clean Energy Investment Rose to $333.5B in 2017, Research Shows

New clean energy investment worldwide rose by 3 percent last year to $333.5 billion from a year earlier, driven by a surge in solar photovoltaic (PV) installations, research showed on Tuesday.

The figure is below 2015’s record amount of $360.3 billion, Bloomberg New Energy Finance (BNEF) said in an annual report.

Solar investment totaled $160.8 billion in 2017, up 18 percent from the previous year even though technology costs have fallen. Just over half of that was spent in China, the research showed.

“The 2017 total is all the more remarkable when you consider that capital costs for the leading technology — solar — continue to fall sharply. Typical utility-scale PV systems were about 25 percent cheaper per megawatt last year than they were two years earlier,” said Jon Moore, the chief executive of BNEF.

Chinese investment in clean energy as a whole totaled $132.6 billion last year, up 24 percent from a year earlier to a record high.

Europe invested $57.4 billion, down 26 percent from the previous year, and the United States invested $56.9 billion, up 1 percent on 2016.

Meanwhile, $127.9 billion changed hands last year — the highest amount ever — as organizations purchased and sold clean energy projects and companies and refinanced existing project debt.

Private equity buy-outs reached a record high of $15.8 billion, six times higher than the previous year. The largest acquisition transaction of 2017 was Brookfield Asset Management’s purchase of a stake in U.S. TerraForm Power for $4.7 billion, the report said.

US Net Neutrality Move May Lead to Trade War with Chinese Internet Firms

A recent decision by the United States’ Federal Communications Commission to repeal net neutrality, which are rules designed to prevent the selective blocking or slowing of websites, has wide-ranging implications for China, which never believed in net neutrality and banned hundreds of foreign websites. The decision could result in a major trade war involving Chinese telecom and Internet companies, which are interested in accessing the U.S. market, analysts said.

The move will allow American telecom service providers to charge differential prices for various services and even examine the data of their customers. Though this aspect has stirred controversy in the United States, the situation there is still very different from the realities in China.

“In China, the government is monitoring and controlling the networks whereas [in U.S.] it is, at least so far, it is telecommunication companies. At this point, the government does not have access, we know it does not have access to manipulating the flow of traffic in the U.S. Internet,” Aija Leiponen, a professor at Cornell University’s Dyson School of Applied Economics and Management, said.

The FCC decision could help U.S. telecom service providers offer high-priced premium services.

Trade war

But this would also open up an opportunity for U.S. service providers to charge high rates from foreign customers. At present, foreign companies can easily access the U.S. cyber market without facing the kind of resistance American companies encounter in China and elsewhere.

“I think it (FCC decision) has an impact potentially for Chinese technology companies that want to do business in the U.S.,” said Benjamin Cavender, a senior analyst at the Shanghai-based China Market Research Group (CMR). “You are asking about companies like Alibaba or Tencent, what this means for them in the U.S. markets– and I could very possibly see this being used as a trade war tool–and the U.S. government saying, ‘Look, we are going to restrict access to companies to our ISPs and force them to pay a lot of money.”

U.S. telecom companies are getting increasing integrated with content providers and might look at foreign players as a source of serious competition. They might go further and even consider blocking some foreign players, including Chinese Internet giants, he said.

“I can also see this happening that they (Chinese Internet firms) just get completely blocked because of the U.S. using this more as a trade tool trying to get more access to the Chinese market because if you are a U.S. technology company you are working at a great disadvantage in the Chinese market. I do see this being used as a trade tool,” Cavender said.

The point is about applying pressure on China to open up its Internet market to American players in exchange for similar treatment in the United States. Washington has usually avoided this kind of tit-for-tat game, but the situation may be changing under the Trump administration, analysts said.

“They (U.S. telecom companies) could at some point say, ‘Look, if you want to have confidential, fast access to the U.S. you have to kind of allow us to do the same thing, allow us to invest more heavily in Chinese firms.’ I could see that happening,” Cavender said.

Moral high ground

China has been advocating the idea of ‘Internet sovereignty,’ which allows governments to create boundaries in cyber space and block foreign sites that it perceives as potential threats to security. Proponents of ‘open Internet’ have been protesting against the idea of ‘Internet sovereignty.’

The Obama administration lobbied and argued with China for nearly a decade to open up Internet access for American companies like YouTube, Twitter and Netflix. It was an important aspect of the annual strategic economic dialogue between the two countries.

The FCC decision coupled with the controversy over alleged cyber spying by Russia is a moral boost of support for China’s online restrictions, which include a ban on major sites like Google, YouTube and Twitter. The moral high ground enjoyed by the United States under the past administration may be at risk, analysts said.

“Even democracies are beginning to think about the need to regulate content. So the Chinese, you know, might take a little comfort in that,” James Lewis, senior vice president of the Center for Strategic and International Studies in Washington, said. “When you look at Europeans talking about blocking each other’s content, when you look at the U.S. talking about blocking Russian political warfare, the Internet cannot be the wild west that it’s been for a couple of decades. So, everyone’s moving in this direction and I guess the Chinese can take comfort from that.”

Meanwhile, Chinese experts are protesting a new bill introduced in the U.S. Congress that would prevent branches of the U.S. government from working with service providers that use any equipment from two Chinese companies, Huawei and ZTE, for security reasons.

“This (prejudice towards Chinese companies) seems like a problem that can’t be solved, at least not in the short term,” Liu Xingliang, head of the Data Center of China Internet, told the Global Times newspaper in Beijing.

At the same time, “Chinese firms can’t give up the U.S. market and just focus on smaller countries if they want to really achieve their global goals,” Liu Dingding, an independent tech expert told the paper.

Palestinians to Get 3G in West Bank, After Israel Lifts Ban

Palestinians in the West Bank are finally getting high-speed mobile data services, after a yearslong Israeli ban that cost their fragile economy hundreds of millions of dollars, impeded tech start-ups and denied them simple conveniences enjoyed by the rest of the world.

 

Palestinian cell phone providers Wataniya and Jawwal are expected to launch 3G broadband services in the West Bank by the end of this month, Palestinian officials said, after Israel assigned frequencies and allowed the import of equipment.

 

“It’s about time,” Wataniya CEO Durgham Maraee said of the anticipated launch, speaking to The Associated Press at company headquarters in the West Bank last week. “It has taken a very, very long time.”

 

The belated move to 3G comes a decade after Palestinian operators first sought Israeli permits and at a time when faster 4G is increasingly available in the Middle East.

 

This keeps Palestinian mobile companies at a continued disadvantage, including in competition with Israeli companies that offer 3G and 4G coverage to Palestinian customers in the West Bank through towers installed in Israeli settlements. The World Bank has criticized this state of affairs because the Israeli firms do not pay license fees or taxes to the Palestinian authorities.

 

The Israeli ban on 3G also remains in place in the Gaza Strip, making that Palestinian territory, dominated by the militant group Hamas, one of the last without such services across the globe. Mobile internet is available in far-flung places, from the Himalayan kingdom of Bhutan to the Atlantic’s volcanic rock island of Ascension.

 

In blocking 3G for years, Israel has cited security concerns, without going into details. Officials suggest, for example, that high-speed mobile data could make it easier for Palestinian militants to communicate while reducing the risk of Israeli surveillance.

 

Israel’s Shin Bet security agency declined comment Sunday.

 

COGAT, an Israeli Defense Ministry branch, said it worked on implementing a 2015 memorandum of understanding with the Palestinians on 3G, and that it expects a launch in two to three weeks. Officials did not respond to questions about Israel’s yearslong ban on 3G.

 

Israel has delayed approval for Palestinian economic development projects in the past, leading to efforts by high-level international efforts to try to speed things along. Most recently, President Donald Trump’s Mideast team has urged Israel to make economic gestures to the Palestinians.

 

Palestinian officials have said they suspect such projects are being used as political leverage.

 

At the same time, Israeli Prime Minister Benjamin Netanyahu has called for so-called “economic peace” with the Palestinians, as he stepped back from offers by predecessors to negotiate the terms of an independent Palestinian state on lands Israel captured in 1967.

 

At Wataniya headquarters, where employees got 3G as part of pre-launch tests, the mood was upbeat.

 

The CEO said the 3G launch and the company’s recent expansion into Gaza, after Israel lifted restrictions on importing equipment, could translate into profits in 2018 — the first since Wataniya began operations in 2009 as the second Palestinian cellphone provider.

 

“The future is bright,” Maraee said.

 

But the company’s struggles also illustrate the difficulties faced by Palestinian entrepreneurs, large and small, as they operate under Israeli obstacles to trade, movement and access.

 

Israel has kept a tight grip on the daily lives of Palestinians since its 1967 capture of the West Bank, Gaza and east Jerusalem, areas sought for a Palestinian state.

 

It annexed east Jerusalem and retains overall control of the West Bank. The Palestinian Authority, a self-rule government, administers 38 percent of the West Bank, while the remaining area, home to 400,000 Israeli settlers, is largely off-limits to Palestinian economic development.

 

Israel withdrew from Gaza in 2005, but has enforced a border blockade, along with Egypt, since Hamas seized the strip in 2007. The West Bank-based Palestinian Authority of President Mahmoud Abbas is trying to regain a foothold in Gaza in stop-and-go reconciliation talks with Hamas.

 

The World Bank has repeatedly urged Israel to unshackle the Palestinian economy to allow private sector growth, essential for lowering double-digit Palestinian unemployment.

 

In 2016, the bank said the Palestinian mobile phone sector lost more than $1 billion in potential earnings over the previous three years, largely due to Israeli restrictions.

 

It noted that Israeli providers siphoned off as much as 30 percent of the potential Palestinian customer base in the West Bank with offers of 3G and 4G services.

 

Maraee said Wataniya has stayed afloat in part because of the continued support of its main investors — the Qatar-based telecommunications company Ooredoo and the self-rule government’s Palestinian Investment Fund.

 

Wataniya is now at the break-even point, but that it once suffered losses of as much as $20 million a year, he said.

 

“If it wasn’t for the commitment of the PIF and the Ooredoo Group … to the Palestinian economy, probably Wataniya would not have survived under these trying circumstances,” he said.

 

Smaller Palestinian entrepreneurs also expect an immediate 3G bump in business.

 

Ali Taha launched Rocab, an online taxi booking service, last July, but has so far captured only a tiny slice of the market. He expects a significant increase with 3G, since customers would be able to summon a ride from anywhere, instead of having to search for a location with WiFi.

 

Shadi Atshan, founder of the Palestinian start-up accelerator FastForward, said he expects app development to flourish and generate more Palestinian tech jobs.

 

For ordinary Palestinians, everyday life will get just a little easier.

 

Alaa Amouri, 20, a student, said she gets 4G from an Israeli provider that offers only partial coverage in the West Bank.

 

Mobile data from a Palestinian provider would offer real-time updates on potential trouble on the roads, said Amouri, who commutes between east Jerusalem and her West Bank university, passing through the crowded Israeli-run Qalandiya crossing almost daily.

 

“It (3G) helps in getting news updates,” she said. “Sometimes when we are at the Qalandiya crossing, we find it blocked without knowing why.”

 

Uganda Considering Launching Its Own Social Media Platforms

[Uganda is mulling over the idea of creating its own social media platforms. But social media users and government critics see this as a potential effort to control free expression.

Facebook and Twitter should brace themselves for competition from Uganda. With no name yet or date on when the new services will be operational, the Uganda Communications Commission is planning to launch its own social media platforms.

Commission Director Godfrey Mutabazi says Uganda has many young people who have come up with innovations and applications that can be deployed to serve the population.

“There is open information for everything. We have got over almost 70 percent penetration,” he said. “We are moving into digital era, data communication. We are hope that by the end of this year 20-25 percent, maybe 30 percent of Ugandans will be on data communication. So we shall access the information, education-wise, research, name it, will be available.”

Nicholas Opiyo executive director of Chapter Four Uganda, a local civil liberties organization, says Uganda is not seeking to develop its own social media space because it appreciates the innovative power of social media. He fears a darker purpose.

“One I don’t believe they can do it, but if they want to do it, it’s not for the best of intentions,” he said. “Recent studies have shown that the government of Uganda is now involved in active filtering of particular information. Namely; information about corruption, information about same sex relations, critical government policies on the first family, that’s what they are trying to do. That’s what they are trying to do, because the biggest threat to this government now, is an informed citizenry.”

In 2016, the Ugandan government shut down social media twice — on Election Day and during President Yoweri Museveni’s swearing in ceremony. For social media users like Jackie Kemigisa, a move by the government regulator to set up its own social media is cause to worry.

“As a person who uses social media and whose source of employment, everything that I do is online, it was a horrible idea. At first I thought it was a joke. So, counting on the sad part of it that they don’t have the money, and if they do, well then, Ugandans will have to re-strategize, go back to the drawing board and see how we can still fight for our freedoms,” said Kemigisa.

Critics say a social media platform controlled by the government will put Uganda in the same league as countries such as Iran, China and North Korea. But the Uganda Communications Commission has described those who see this innovation as eroding freedom of speech as patronizing. The government agency insists they just want to keep hate speech out of Ugandan social media, and says the new platforms are going to be positive.
